Driveway drainage and planning: questions before quoting

Before quoting a driveway, establish where surface water is intended to go and who is responsible for confirming the design and permissions. Drainage affects the paving system, preparation, quantities and price. It should be an explicit part of the scope.

What to record at the visit

Note existing channels, gullies, thresholds and visible low points. Ask about ponding and where water flows during heavy rain. Photograph useful reference points and record what remains uncertain. A dry-day visit cannot demonstrate that a drainage arrangement works in heavy rainfall.

Identify changes proposed to the finished surface and boundaries. Raising or extending an area may alter the relationship with entrances and neighbouring land. Do not infer a suitable fall or a lawful discharge point from a phone image.

Permeable surface or managed runoff?

A permeable paving system and an impermeable surface with a drainage arrangement involve different design and material decisions. The surface appearance alone does not tell you how the full construction manages water. Ask for the intended system, ground assessment and destination of runoff before finalising quantities.

Record separately who will confirm the design, whether further investigation is needed, and which drainage elements are included in your price. If those decisions are outstanding, state the assumption clearly rather than pricing an unspecified “drainage solution”.

Planning rules: England

England’s householder permitted-development guidance includes conditions for hard surfaces between the principal elevation of a dwellinghouse and a highway. Where the area exceeds 5 m², the surface must be porous or permeable, or runoff must be directed to a porous or permeable area within the property, to meet the relevant Class F condition. Read the government’s Class F guidance and confirm the specific property’s position with the local planning authority.

This is not a blanket permission for every driveway. Other constraints or removed permitted-development rights may affect a property. State investigations or approvals still required.
Explain how additional work will be agreed before proceeding.
